CALI (Jibaiseki) Mail Order

You can apply online for various types of Compulsory Automobile Liability Insurance (CALI). In addition to mopeds and specified small mopeds such as electric kick scooters, you can also apply for CALI for vehicles subject to vehicle inspection (automobiles, motorcycles over 250cc), making it convenient for user vehicle inspections. We are an authorized agency of the Kanto Automobile Cooperative Association.

Motorcycles and electric kick scooters must affix the mutual aid emblem (insurance sticker) shown above to their license plate.

For specified small mopeds (electric kick scooters, electric bicycles), Kintone KICK O City, Blaze KICKBOARD EV, Coswheel Mirai T Lite, Swallow Mopero, E-KON City, Glafit NFR-01, Segway Ninebot, and others, CALI premiums start from JPY 6,650 for 12 months.

Application Process

  1. (Customer) Submit the CALI Application Form
  2. (Us) We reply by email with the payment amount and bank account details
  3. (Customer) Pay by credit card or bank transfer
  4. (Us) Contract is concluded upon confirmation of payment
    We dispatch the “CALI Certificate” and “Sticker (Mutual Aid Emblem)”

Important Notes

  • The contract is concluded at the point when we confirm receipt of the premium payment
  • In principle, the coverage start date will be on or after the date the certificate is delivered to you (approximately one week after application)
  • The coverage end date must be after the vehicle inspection expiry date (for vehicles subject to inspection)
  • The CALI certificate and sticker will be sent to the address registered at the time of application
  • If you are in a hurry, please request express delivery (additional JPY 300)

The compulsory automobile liability mutual aid handled by automobile cooperative associations and the compulsory automobile liability insurance handled by non-life insurance companies are both systems based on the Automobile Liability Security Act and are identical in content.

Presentation of Certificate via Electronic Data

For vehicles such as electric kick scooters that structurally have no storage space for documents, presentation and storage of the CALI certificate as electronic data (saved as an image on a smartphone, etc.) is permitted. For details, please refer to the Ordinance on the Use of Information and Communications Technology in the Storage of Documents by Private Businesses Related to the Automobile Liability Security Act.

Obtaining a Temporary License Plate

A temporary license plate, available for driving vehicles with an expired vehicle inspection, can be obtained by submitting the following documents to your local municipal office:

  • Temporary Vehicle Operation Permit Application Form
  • Compulsory Automobile Liability Insurance (CALI) Certificate
  • Document to verify the vehicle (vehicle inspection certificate, etc.)
  • Identity verification document

Please note that the CALI contract for borrowing a temporary license plate is typically for a period of 5 days, vehicle type: commercial automobile.

  • Vehicles with 3 or more wheels: JPY 5,280
  • Kei Car: JPY 5,240
  • Kei Car (exempt from inspection): JPY 5,260

If obtaining a temporary license plate for a vehicle inspection, a 25-month contract is recommended.
